Phase 2 Progress & Upcoming HPAB Discussion

At their regular meeting on May 20, 2026, the Historic Preservation Advisory Board (HPAB) received an update on implementation of several recommendations from Phase 1 of the Local Landmark Project. The recommendations are being implemented through two separate but related city projects.

1. Local Landmark Project Phase 2 - The City continues to work with a team at the Community Planning Collaborative to revise municipal code language related to historic preservation and develop a program for recognizing sites with historic and cultural significance to Bozeman.
2. NCOD Design Standards - The City separately hired consultants at the Lakota Group to support an overhaul of the 2006 Design Guidelines for the Neighborhood Conservation Overlay District (NCOD). Information on that project can be found at https://engage.bozeman.net/ncodupdate

In it, City staff gave an overview of the ways the two projects overlap with each other and asked for guidance from HPAB about which pieces to bring forward first as both projects continue to move forward. To summarize, HPAB requested to take up key project components in the following order:

1. Continue discussion about what qualifies for recognition under a local landmark program.
2. Then focus attention on updating the requirements and processes that apply within the NCOD.
   1. Prioritize municipal code revisions related to how proposed demolitions of structures within the NCOD are reviewed and regulated.
   2. Update the design guidelines.
3. Revise remaining historic preservation regulations, including the requirements related to Certificates of Appropriateness and zoning deviations.
4. Circle back to the local landmark program and decide how eligible landmarks may be designated, and what protections or recognition would apply to designated landmarks
