Engagement Framework Update
In 2023, the Montana State Legislature passed the Montana Land Use Planning Act (MLUPA), which overhauled laws around land use that apply to cities of a certain size. MLUPA defined the level of public participation that is required when cities adopt, amend, or update their land use plan or associated regulations and plans. It requires cities to provide “continuous public participation” and to adopt a public participation plan that demonstrates the City’s compliance with these requirements.
The City of Bozeman adopted an Engagement Framework in 2021 to guide how City staff, leadership, and the community can contribute to decision-making processes in our city. After five years of implementing this framework and the Engage Bozeman hub for engagement projects, it is an opportune time to update the City’s engagement framework to reflect both lessons learned and new statutory requirements stemming from MLUPA.

It has been important to hear where we can make improvements and what experiences have stuck with you. If you're curious about the survey responses and how residents feel, check out the charts and the excel data. We also have an Engagement Summary and more importantly a response to the feedback we've received so far, organized by themes. Don't hesitate to reach out if you aren't seeing your comment reflected or think we should be doing this differently. We'll be using this as a model for how we want future projects to respond to public comments, and we want to make sure we get it right.
We're also in the midst of drafting our Engagement Framework with all the key updates, and are looking to return to boards next month with the draft for review. We'll keep you updated on the key dates as this comes together!

Come out, learn more about the project, and give your feedback on this project via public comment. You can submit public comment in the meeting or by emailing comments@Bozemanmt.gov. All meetings are held at City Hall, 121 N Rouse Ave, and you can also participate remotely on Zoom.
